The European Union has abandoned an initiative to offer Iran incentives to abandon sensitive nuclear work, a senior E.U. diplomat said Tuesday.



The diplomat told reporters the logical next step was for the International Atomic Energy Agency to report Iran's nuclear programme to the U.N. Security Council, although it was a long way from discussing sanctions against Iran.

EU wants UN to take up Iran nuclear issue: Germany

BERLIN (Reuters) - European powers want Iran sent to the U.N. Security Council, after a U.N. watchdog said Tehran had resumed work that could be used to make nuclear arms, but will not at first seek sanctions, a German negotiator said on Wednesday.

It was the first confirmation, since the nuclear watchdog confirmed last week Iran had resumed uranium processing work, that Europe would support U.S. calls for such a referral.

The International Atomic Energy Agency (IAEA) in Vienna confirmed Iran had resumed uranium processing work, ending a suspension of sensitive atomic work that was the cornerstone of a November 2004 agreement with France, Britain and Germany.

The Berlin Foreign Ministry official said the IAEA, whose board meets on September 19, should ask the Council to call on Iran to suspend the work.

"We are unanimous in our assessment of the way forward that following what has happened, now it should be for the board of governors of the IAEA to report the issue to the Security Council," Ruediger Luedeking told an audience at the American Academy in Berlin.

The IAEA report, released to its 35 board members on Friday, said that since resuming work last month Iran had produced nearly seven tonnes of uranium gas, which can be purified into fuel for a single nuclear weapon.

Luedeking, a member of Germany's negotiating team in the EU-Iran talks, said the EU big three were negotiating with other IAEA members to convince them to report the issue to the Council, which has the power to impose economic sanctions.

Luedeking, deputy head of the ministry's arms control and disarmament commission, said they would not immediately seek sanctions, but Council backing for the IAEA's calls that Iran freeze its uranium enrichment programme and resume negotiations.

He said reporting Iran to the council would be "not so much in order to trigger an automatic development leading up to economic and other sanctions".

Russia, which is helping build a nuclear plant in Iran, said on Monday it opposed reporting Tehran to the council. It has a veto on the council and could block any move to sanctions.

Luedeking said the Council could "echo and endorse the calls that the (IAEA) board of governors has made on Iran and thereby lending those calls the weight of the Security Council and hopefully get a new impetus to a negotiated settlement".

U.S., EU AGREE ON WHAT TO DO WITH IRAN

The EU broke off talks with Iran after it resumed uranium processing work at a plant in Isfahan, which converts uranium into a gaseous form that is fed into centrifuges. The centrifuges can produce fuel for nuclear energy or weapons.

Iran rejects U.S. and European suspicions that it is trying to develop the capability to produce atomic weapons and has accused the EU trio of trying to rob it of its sovereign right to a full-scale nuclear programme. Tehran says its nuclear ambitions are limited to generating electricity.

Luedeking said the United States and the Europeans agreed on how to proceed with Iran and the challenge would be to convince developing countries in the non-aligned movement, which comprise around a third of the IAEA board, that it was time to get the council involved.

"The ball is now in the IAEA board of governors' hands," Luedeking said.

The EU trio has been negotiating with Iran for two years to persuade it to abandon its uranium enrichment programme in exchange for economic and political incentives, but Tehran rejected the EU's offer last month and resumed work at Isfahan.

IAEA chief Mohamed ElBaradei said in his report last week that after two and a half years of intensive inspections his agency was "still not in a position to conclude that there are no undeclared nuclear materials or activities in Iran".

On Monday British and German officials had toned down rhetoric and called for more diplomacy.

Wolfgang Gerhardt, who could become Germany's foreign minister after the September 18 general election, said Iran should not be referred to the Security Council.

About time!

They should also give up on Lucrative deals with a terrorist reigme who's thir own creation, and empowered by EU for the very purpose of taking the entire nation hostage so the Europeans can continue their lootings.

QUESTION: Do you think the EU-3 course has run -- the EU talks on Iran have run
its course and will you be talking about the possibility of referring Iran's
nuclear program to the UN Security Council?

SECRETARY RICE: Well, the question of whether or not the reform -- the
negotiations have run their course is really one that should be put to the
Iranians. The Iranians are the ones who voluntarily entered into these
negotiations with the EU-3 because there were concerns in the IAEA about
Iranian activities and where the world then -- the state to which we went was
that there would be time given for the EU-3 to see if they could work out an
arrangement with Iran that gave confidence to the international community, that
it was time for Iran to -- that Iran was not intending to violate its NPT
obligations.

The European 3, I think, have negotiated in good faith, they've worked very
hard at it, and what they've gotten is an Iran that walked out of the agreement
and started to convert UF4 to UF6. That's not an acceptable outcome. We have
all said that a next step, a next step to be expected would be referral to the
Security Council. I think that after the IAEA report of a couple of days ago,
it's clear that Iran is not living up to its obligations and so, UN Security
Council reform seems to be a reasonable option.

Now, we need leadership on this. The EU-3 led on this issue. The United States
supported the EU-3 on this issue. But Iran needs to get a message from the
international community that is a unified message and by this, I mean not just
the EU-3 and the United States, but also Russia and China and India and others,
that it is not acceptable for Iran to enter into negotiations that are aimed at
restoring confidence that they are going to live up to their international
obligations and then summarily walk out of them and break the agreement, that
that is not acceptable.

And so, we will be working with our colleagues on this, but I think the
question has been answered by a number of people, including Europeans who have
said that -- you know, we're going to have to -- if the Iranians will not come
back to the negotiations, if the Iranians will not go back into the Paris
agreement, then not many choices are going to be left to the international
community but Security Council referral.

VIENNA, Austria -- The European Union is ready to call for Iran to be brought before the U.N. Security Council as a "clear signal of concern" over Tehran's nuclear activities, according to a confidential document obtained yesterday.
The document confirms the position of EU negotiators Britain, France and Germany, faced with Iran's continuing nuclear fuel work that could be related to developing atomic weapons.
Tehran's refusal to stop the nuclear fuel work has led to threats from U.S. and EU leaders to ask the U.N. nuclear watchdog, the International Atomic Energy Agency (IAEA), when it meets in Vienna, Austria, on Sept. 19 to haul Iran before the Security Council.
The EU trio "believe that the issue should be resolved diplomatically but are convinced that this will only be possible by the broader international community sending Tehran a clear signal of concern and appealing to it to return to the negotiating table," said the "speaking notes" given to IAEA diplomats this week, according to a diplomat who did not want to be named.
The notes said that "by resuming suspended fuel cycle activity, Iran is challenging the authority of the IAEA and raising further doubts about her programs."
The document said the "European side sees reporting Iran to the Security Council as a means of reinforcing authority of IAEA resolutions and the diplomatic process."
A senior EU diplomat said the speaking notes reflect thinking that would go into drafting a resolution on Iran for the IAEA meeting.
"This is highly official. This is the line being presented all over the globe," the diplomat said.
Iran suspended the fuel cycle work last year under an agreement with the EU trio, but broke the suspension in early August, saying it was a right under the nuclear Non-Proliferation Treaty. The IAEA on Aug. 11 called on Iran to halt the work.
European diplomats have said the goal would be to get Iran to heed the IAEA call and they would not at first ask the Security Council, which unlike the IAEA has enforcement powers, to impose sanctions.
"The objective is to ensure that Iran satisfies the international community that we can have confidence in her programs," the speaking notes say.
Diplomacy is focused on a U.N. summit in New York next week that Iranian President Mahmoud Ahmadinejad and Russian President Vladimir Putin will be attending.
Diplomats agree that the summit is a last chance to find some sort of formula to avoid a clash over an IAEA referral of Iran to the Security Council.
Russia, which is building Iran's first nuclear power plant, has said it would not back an IAEA referral but Western states believe they could win a vote on the matter, diplomats said.
Mr. Ahmadinejad and Mr. Putin are to meet in New York but apparently there are no plans for the Iranian president to meet with either the British, French or German leaders.

Assesment:

Showdown at high noon at the UN corral, Seems the dude from Texas has got a posse together. Cowboy diplomacy is after all, fully dependant on the strength and temperament of the horse ridden.

"A"'s gonna get a verbal ass whuppin', being given a clear choice to end the programs and if not so stated at the time he's given this chance, Sanctions it will be, and then some...Canada is already prepared to table a resolution on the regime's human rights record.

Terrorism is a major issue of the 2005 Summit, and the world's #1 sponsor of it is going to be called to account....

I know a lot of folks were hoping his visa would be denied, and it's not just that no head of state has ever been denied one, but rather...in addition, it's an opportunity for a full court press, and you have to have someone to address the issues to face to face.

I think in the long run, once the ass whuppin's done, Iranians will appreciate the diplomatic strategy, and one thing's for sure.....
