The Iranian government directly ordered an act of terrorism in the Americas after being frustrated in its secret nuclear ambitions, a former chief of Argentine intelligence tells FOX News in an exclusive interview.

Miguel Angel Toma, the former head of the Argentina's intelligence service, tells FOX News' Dan Senor that the Iranian government directly ordered a terror bombing on a Buenos Aires Jewish community center in 1994. The interview will air on Saturday at 9 p.m. ET on FOX News Channel.

Toma's investigation into a Middle East-style terrorist bombing targeting Argentinean Jews found that the orders for the attack were given at the highest levels of the Iranian government in response to the ending of secret nuclear and missile agreements between Iran and Argentina.

On March 17, 1992, a homicide bomber drove an explosive-filled truck into the Israeli Embassy in Buenos Aires, killing 29 and injuring hundreds more. Two years later, on July 18, 1994, an attack on a Buenos Aires Jewish community center killed 85.

"The attacks in the '90s against the Jewish community center and the Israeli embassy brought up many distinct questions because they came from many thousands of miles away and obviously were plotted from many thousands of miles away," Toma told FOX News.

Responsibility for both bombings was pinned on Hezbollah, but Toma's investigation into the community center bombing found the decision for that bombing came straight from Tehran.

The Iranian President at the time, Akbar Hashemi Rafsanjani, Supreme Leader Ayatollah Ali Khamenei and members of the Iranian Supreme Council of Security met in Mashhad, Iran, on Aug. 14, 1993 to plan the second bombing, Toma said.

"It's a mistake to think those operations do not reach the highest levels of the Iranian government," Toma told FOX News. "They study them at the highest levels case by case."

Arrest warrants were issued for nine Iranian officials and Hezbollah leaders, but they all remain at large.

Iranian involvement came as a shock for the South American nation, which had enjoyed active trading with Iran to the tune of $400 million in the 1970s and '80s.

"During the '80s the government of Argentina signed agreements with them in the areas of technological investigation with the purpose of a nuclear and missile programs," Toma said.

The replacement of Argentina's military dictatorship soured the nation's relationship with Tehran. In 1989, a new civilian government headed by Carlos Menem took power and cancelled nuclear and missile development treaties.

"We never thought in Argentina this would be a factor for determining a terrorist attack," Toma told FOX News. "We found out that later after the two bombs exploded in Buenos Aires."

NEW YORK — Most Americans believe Iran’s nuclear program is for military purposes, and more voters would rather see the United States take a tougher line with Iran than a softer diplomatic path. In addition, three times as many people think the real reason the president of Iran wanted to visit ground zero was to honor the terrorists responsible for the attacks on the World Trade Center than to honor the victims killed there. These are just some of the findings from the latest FOX News poll.

Opinion Dynamics Corp. conducted the national telephone poll of 900 registered voters for FOX News from Sept. 25 to Sept. 26. The poll has a 3-point error margin.

Fully 80 percent of Americans say they believe Iran’s nuclear program is intended for military purposes, not for peaceful energy purposes as the country claims. Furthermore, by a 50 percent to 31 percent margin, voters say the United States should take a tougher line with Iran, including military action if necessary, rather than a softer line, including more diplomacy.

Mohsen Rezaei Now, respectable Dr. Rezaei (publisher!!) was a thug who had been in and out of jail during the late Shah for extortion, fighting in night clubs with sharp objects and being unruly in public (The same exact crimes they beat & hang people in public now!).

These thieves and murderers received organized training by Dr. Chamaran and his trained terrorists by Palestinians and formed the Sepah Pasdaran.

Ahmad Khomeni was supposed to be the spiritual leader of this rag-tag gangs of hoodlums along with Dr. Chamran and Mohsen rezaei as the internal Leader.

Well, history showed, Dr. Mohsen Rezaei is a very shrewd man. He got Dr. Chamran Killed in Iraq war by a single friendly bullet to the back of his head.

Mohesen Rezai and his gang of thugs, helped Rafsanjani and Khaemeni along with his Brother Dr. Rezaei M.D. to get rid of Ahmad Khomeni by poisoning/overdosing him with Opium and Cocaine. Becoming the supreme leader of Sepah Pasdaran as a reward from Khamenei and Rafsanjani.

The Sepah under the leadership of Mohsen Rezaei and his thugs has had it's hand in murdering many decent Iranian opposition. They have amass fortunes for themselves and have their filthy hands in every aspect of Iranian life.

Argentine prosecutors alleged that Iranian officials orchestrated the bombing in Buenos Aires — Argentina's worst terror attack — and entrusted the Lebanon-based militant group Hezbollah with carrying it out.

No one has been convicted in Argentina in connection with the blast, in which a van stuffed with explosives leveled the seven-story Jewish center and shook Argentina's 200,000-strong Jewish community.

The Interpol vote became embroiled in Iran's broader tensions with the West, which stem in part from suspicions that Tehran is seeking to build nuclear weapons.

Iranian envoys had strongly objected to the wanted notices, accusing Israel and the United States of turning the international police agency into a political tool.

The six wanted notices are for former Iranian intelligence chief Ali Fallahian; Mohsen Rabbani, former cultural attache at the Iranian Embassy in Buenos Aires; former diplomat Ahmad Reza Asghari; Mohsen Rezaei, former leader of the elite Revolutionary Guards; Ahmad Vahidi, a general in the Revolutionary Guards; and Hezbollah militant Imad Moughnieh, one of the world's most sought-after terror suspects.

Moughnieh, whose whereabouts are unknown, is wanted for his alleged role in the kidnapping of Westerners in Lebanon in the 1980s, and suicide attacks on the U.S. Embassy and a Marine base in Lebanon that killed more than 260 Americans.

The Interpol decision would not force countries to arrest or extradite the suspects.

Nisman said the wanted notices would be put in place immediately.

He rejected Iranian claims that the vote was political, saying: "this is a police matter."

"We don't have anything against the government of Iran or the people of Iran," he said.

In March, Interpol's executive committee backed Argentina's request to put out red notices for the six. Iran objected, which sent the issue to a general assembly vote.

In Marrakech, Iranian delegates lobbied counterparts, mainly from African and Asian countries, by handing out dossiers written in several languages and explaining their case.

Among their arguments: Argentina's investigation was flawed, if not corrupt; some witnesses cited in that investigation were themselves wanted by Interpol; Iran quickly condemned the bombings; a bilateral resolution would be better.

Mohammad Ali Pakshir, a legal adviser in Iran's delegation, claimed that the United States and Israel "want Interpol to issue the red notices to be able to tell the world 'Look, they are terrorists.'"

Delegates from the United States, Argentina and Israel declined comment before the vote, with some saying they did not want to be drawn into Iran's accusations about politicizing the issue.

MARRAKECH, Morocco (AFP) - Interpol rejected Wednesday a request by Iran to drop arrest warrants against five leading Iranians, wanted by Argentina for their alleged role in a 1994 bombing that killed 85 people.

Delegates at the world police body's annual general assembly in Marrakech voted by a two-thirds majority to uphold a unanimous decision taken in March by Interpol's executive committee to issue "red notices" against the five.

Of the 146 member states attending the gathering, 78 voted to uphold Interpol's earlier decision, 14 voted against it and 26 formally abstained.

Among those subject to an arrest warrant is Iran's former intelligence chief Ali Fallahian and the former head of the country's Revolutionary Guards, Mohsen Rezaei, as well as three Iranian diplomats.

"This shows that even after 13 years have passed, one can fight for justice with the tools that the law provides to fight terrorism," Argentina's chief prosecutor, Alberto Nisman, told reporters after the vote.

The July 1994 bombing levelled the seven-floor Argentine Israeli Mutual Association building in Buenos Aires, a symbol of Argentina's Jewish community which is the largest in Latin America.

Argentinian prosecutors allege Iran masterminded the bombing in Buenos Aires and entrusted Lebanese militant group Hezbollah to execute it.

Iran blames its enemies, the US and Israel, for trying to implicate it in the bombing.

"Politics overruled the rule of justice. It was not a vote for justice, it was a political vote," said the director of the international law department of Iran's ministry of foreign affairs, Alireza Deihim.

The decision comes at a time of rising tension between Iran and the West over its nuclear energy programme which the United States and the European Union suspect is part of a secret attempt to develop nuclear weapons.

Argentina's chief prosecutor rejected any suggestion that the warrants were politically motivated and acknowledged that it was unlikely that Iran would extradite the suspects.

"Irrespective of what Iran might wish to do, Argentina -- and we hope that on this we will count on the support of all peace-loving nations that are fighting terrorism -- will spare no effort to bring these people to justice," said Nisman.

"For us it is a legal case, we don't have anything against Iran, the people of Iran or its government," he added.

In November 2006 Argentinian prosecutors issued arrest warrants against eight Iranians, including former president Akbar Hashemi Rafsanjani and former foreign minister Ali Akbar Velayati.

But in March Interpol's executive committee withdrew its warrants against three of them, including Rafsanjani and Velayati, but kept them in place for five others.

"I am very happy because the authors of this attack should be tried, not because they have done something against Jews but because they did something against human beings," the commander of the Israeli police's special operations unit, Anat Granit, told AFP.

The New York-based World Jewish Congress also welcomed the decision to uphold the arrest warrants.

"This is a victory for the people of Argentina and for all those seeking to build a global community based on the rule of law and free from fear and intimidation," its president Ronald Lauder said in a statement.

Last year Interpol issued 2,804 "red notices" which informs its member countries that an arrest warrant has been issued by a judicial authority.

Interpol has 186 member states but only those with delegates at the four-day annual conference which wraps up Thursday were allowed to vote.

In an unusual last-minute act before the new administration takes over the reins, acting Treasury Secretary Stuart A. Levy�s former office issued a stunning report on Friday, laying out long-standing ties between Iran and the top leadership of al-Qaida.

As undersecretary for terrorism and financial intelligence since that job was created in July 2004, Levy spearheaded the Treasury Department�s efforts to take the war on international terrorists to the financial battlefield, by denying individual terrorists and terrorist-support states such as Iran access to international financial markets.

Less known, until last Friday, was Levy�s involvement in tracking down fugitive al-Qaida members who have taken up residence in Iran since they fled Afghanistan with Iranian government help after 9/11.

Levy�s office revealed stunning new evidence of the close operational ties between the Iranian regime and al-Qaida when it designated four top al-Qaida officials as �international terrorists� under the terms of Executive Order 13224.

Signed just 10 days after the Sept. 11, 2001 attacks, Executive Order 13224 launched the civilian side of the global war against terror by publicly �designating� groups, individuals, and regimes as international terrorists or terrorist sponsors, and banning them from international financial markets.

By all accounts, Levy�s efforts to clip the wings of Iranian state-owned banks has been tremendously successful, with Iran scrambling to find new, covert means of continuing to fund terrorist groups such as Hamas and Hezbollah.

But this latest move in exposing the Iranian regime�s ties to top al-Qaida operatives could have explosive and far-reaching implications.

Sa�ad bin Laden, the oldest son of Osama bin Laden, has been in Iran since late 2001, when he moved bin Laden family members from Afghanistan to Iran, the Treasury Department now says.

�Sa�ad made key decisions for al-Qaida and was part of a small group of al-Qaida members that was involved in managing the terrorist organization from Iran,� last Friday�s announcement designating Sa�ad bin Laden and three others states.

Just hours after the Treasury announcement, outgoing Director of National Intelligence Adm. Mike McConnell told reporters that the younger bin Laden had left Iran in September, and was now in Pakistan, where al-Qaida now appeared to be consolidating its leadership.

An unnamed intelligence official who appeared with McConnell at the briefing tried to convince reporters that the al-Qaida leadership had been used as �a bargaining chip� by Iran, and that they had been under house arrest for at least some of the time.

�The relationship between the two has run hot and cold,� the unnamed official said.

The subject of Iran�s relationship to al-Qaida has been a matter of hot dispute since 9/11, with the old guard at the CIA arguing vigorously that the religious difference between Sunnis and Shias prevented any effective cooperation between the two.

But as I reported in �Countdown to Crisis: the Coming Nuclear Showdown with Iran,� in 2005, the CIA missed several key opportunities to recruit walk-in Iranian defectors, including one former Iranian government agent who offered information about the impending terrorist attacks on America in July 2001.

As a result of these failures, the CIA has sought to downplay any operational relationship between Iran and al-Qaida.

The agent, known as Hamid Reza Zakeri, told the CIA that Iran was working together with al-Qaida to launch a �massive attack� on America using commercial airliners.

He also gave the exact date of the attack, and details of planning meetings held in Iran between the top Iranian leadership and al-Qaida leaders, including Sa'ad bin Laden.

But the CIA officers who interviewed Zakeri didn�t trust his information. Senior U.S. intelligence officials involved in the 9/11 investigations told Newsmax that Zakeri�s information was �never passed up the food chain� and so never caught the attention of top CIA managers back in Washington.

In addition to bin Laden�s heir apparent, the Treasury Department on Friday formally designated three other top al-Qaida operatives who have worked closely with the Iranian regime.

Mustafa Hamid, an Egyptian who married a daughter of al-Qaida military commander Sayf al-Adl, was �harbored by the Islamic Revolutionary Guard Corps, which served as Hamid�s point of contact between al-Qaida and Iran,� the Treasury Department said.

�In the mid-1990s, Mustafa Hamid reportedly negotiated a secret relationship between Osama bin laden and Iran, allowing many al-Qaida members safe transit through Iran to Afghanistan,� the Treasury states.

The line from Iran to Afghanistan before the 9/11 attacks is mentioned elliptically in the final report of the 9/11 Commission.

More recently, several �high-value detainees� in Guantanamo Bay have mentioned traveling through Iran to Afghanistan before 9/11 in transcripts of hearings released by the Pentagon. This information has been widely ignored by the national media.

But Mustafa Hamid�s role as go-between for al-Qaida and Iran was even more explicit and far-reaching, according to the Treasury Department report. �In the late 1990s, Mustafa Hamid passed communications between Osama bin Laden and the Government of Iran. When tensions were high between Iran and Afghanistan, Mustafa Hamid traveled multiple times from Kandahar to Tehran as an intermediary for the Taliban.�

The tension between Iran and the Taliban regime in 1998 and 1999, when Iran placed several hundred thousand troops on the Afghan border, poised to invade, has been used as a trump card argument by U.S. intelligence analysts who claim that Iran never cooperated with al-Qaida or the Taliban because of religious differences.

�In late 2001, Mustafa Hamid was in Tehran delivering messages from the Taliban to the Government of Iran,� the Treasury report states. �Hamid also negotiated on behalf of al-Qaida in an attempt to relocate al-Qaida families to Iran� after the 9/11 attacks.

Muhammad Rab�a al-Sayid al-Bahtiyti, another Egyptian-born al-Qaida operative, married a daughter of bin Laden�s top deputy, Ayman al-Zawahiri.

�After September 11, 2001, Ayman al-Zawahiri instructed Bahtiyti to take al-Zawahiri�s family to Iran,� the Treasury Department states.

�Bahtiyti reportedly traveled to Iran with al-Zawahiri�s daughters, where he was subsequently responsible for them. In January 2003, while working from Iran, Bahtiyti arranged housing on behalf of al-Qaida� operatives who came to Iran seeking refugee from U.S. trackers.

Yet another link in the chain between al-Qaida and the Iranian regime is a 38-year old Yemeni man named Ali Saleh Husain, whom the Treasury said had close relations with bin Laden himself.

Husain�s specialty was liaison with terrorist groups in Chechnya. In April 2002, while living in Iran, he was given �responsibility for operation meetings for attacks against Israel,� and was a chief al-Qaida contact in Iran for acquiring fresh travel documents for al-Qaida operatives.

Like the others, he helped move al-Qaida fighters from Afghanistan to Iran after the fall of the Taliban in late 2001. �After leaving Afghanistan, Husain was responsible for smuggling al Qaida members and associates via networks in Zahedan, Iran.�

The four al-Qaida members were among a larger group of al-Qaida operatives allegedly �detained� by the Iranian regime in mid-2003, after Saudi Arabia complained forcefully that Iran had allowed al-Qaida to plot the May 2003 terrorist attacks in Riyadh from Iranian soil.

During those attacks, al-Qaida operatives shot their way into three housing compounds and set off multiple car bombs, killing 91 people. The Saudis called the May 2003 attacks �our 9/11,� and launched a crackdown on homegrown Islamic extremists in the weeks that followed.

Israel Nabs Terrorist Weapons Shipment From Iran

Israeli naval commanders have seized a ship containing weapons to arm terrorists, a ship linked to Iran and further proof of its clandestine arms-smuggling networks.

On Tuesday, Israeli naval commanders boarded the Victoria, a German-owned container ship operated by French shipping giant CMA-CGM, some 200 miles off the coast of Al-Arish, Egypt.

The Israelis came equipped with a list of 39 containers, which they believed contained weapons bound for Hamas in the Gaza strip. And they were right.

Neatly stacked beneath sacks of lentils and cotton in three of the containers, they found crates full of long-range mortars as well as C-704 radar-guided anti-ship missiles that would have given Hamas the ability to sink Israeli navy ships at distances of up to 35 kilometers.

Israeli military spokesman called the Chinese-made missiles “strategic weapons,” and brought the ship into Ashdod for further inspection. In all, they seized more than 25 tons of weapons they believed were intended for Hamas.

Two days later, authorities in Malaysia announced they had seized two containers from on board a Malaysian ship bound for Iran that contained equipment for Iran’s nuclear program.

“The parts were labeled as boiler parts,” federal police chief Ismail Omar told the official news agency. “Detailed investigations are being carried out with the help of Interpol and relevant experts.”

Security analysts interviewed by Newsmax believe that Israel probably had its own intelligence — possibly satellite photographs — that allowed it to identify the containers with the weapons as they were being loaded onto the A.S. Victoria in Latakia, Syria, before the ship sailed for Mersin, Turkey, and then on to Egypt.

But Malaysia has no such capabilities. And neither does Interpol, the international police organization, headquartered in Lyons, France.

U.S. Customs and Border Protection initiated its Container Security Initiative in 2002, with the goal of establishing tighter liaison with foreign customs services to identify suspicious cargo bound for the United States.

“Our goal was to extend our border outward,” former Customs commissioner Rob Bonner told Newsmax. “We now have a system to inspect high risk containers and run them through security inspection at outbound ports — Rotterdam, Singapore, and so forth.”

Malaysia signed on as a partner to the Container Security Initiative in January 2003, and since then has been inspecting containers based on intelligence provided by the United States. Not all of those containers are bound for U.S. ports.

The A.S. Victoria loaded weapons in Latakia that were brought to Syria by the two Iranian warships that transited the Suez Canal in February, Israeli officials believe. It was the first time Iranian warships had transited the Suez Canal since the 1979 revolution in Iran.

The C-704 missiles found in the containers are actually an Iranian-made version of the Chinese original known as the Nasr-1. The Chinese set up an assembly plant for the missiles in Iran, according to the Israel Defense Forces (IDF). Iran publicly inaugurated the Nasr-1 assembly line in March 2010.

The missiles have a range of 35 km and carry a warhead of 130 kg of high explosives. “There were also instructional booklets in Farsi,” said deputy navy commander Rear Admiral Rani Ben-Yehuda.

The C-704 is an upgraded, longer-range version of the C-701. Hezbollah fighters in Lebanon used a similar Chinese anti-shipping missile to cripple an Israeli navy ship during the 2006 war.

In addition to the six missiles, the Israelis also found two radar systems whose consoles bore the nameplate Kelvin Hughes, a British manufacturer.

Defense electronics experts said that the Kelvin Hughes systems appear to be a “dual-use” maritime radar used to track surface vessels that had been adapted either by the Chinese or the Iranians for military use.

“Somebody went to the trouble to do the interface and link all this to the fire control system” of the C-704 missile, one industry expert tells Newsmax. “I don’t know who did that, but I am willing to bet two things: First, they didn’t do it just to help Hamas, but [also] for their own weapons systems; second, almost certainly this is something more likely to have been worked by the Chinese.”

The Iranian news agency Borna News has released photographs of Iranian “Bavar” class fast patrol in dry dock, getting fitted with the same Nasr anti-shipping missile and slotted waveguide antenna that the Israelis seized on board the A. S. Victoria.

“I would be asking the British how many of these radar systems have been sold to China,” the defense industry expert said.

Video released by the Iranian government of the Nasr-1 missile shows that one version uses a TV gimbaled sensor, meaning that the missile is also being produced with a TV terminal guidance system instead of radar, the industry expert said.

On Wednesday, Prime Minister Benjamin Netanyahu, Defense Minister Ehud Barak and IDF Chief of Staff Lt. Gen. Benny Gantz inspected the seized weapons, arrayed on the quay in the port of Ashdod.

“To all those who questioned and attacked and criticized Israel for stopping Gaza-bound ships in order to check them, here is the answer,” Netanyahu said. “Every day there are efforts by Iran, Syria and terrorist organizations to smuggle weapons to Hezbollah and Hamas . . . The weaponry discovered onboard the Victoria proves why Israel needs to prevent ships from sailing freely into the Gaza Strip.”

Defense Minister Barak noted that the missiles “could have impacted our navy ships and gas fields.” Israel recently discovered vast deposits of natural gas in offshore fields not far from the Gaza Strip.

This is the third time that a German-owned ship has been used by Iran to transport weapons. The Hansa India was intercepted in October 2009 bringing weapons to Hamas, and the Francop was intercepted the following month.

A spokesman for the Israeli embassy in Berlin said it was a “good question” why Germany has failed to implement unilateral sanctions to stop the leasing of German ships involved in circumventing United Nations sanctions on Iran.

The French company operating the A.S. Victoria, CMA-CGM, has also been involved in previous arms smuggling attempts.

In October, CMA-CGM acknowledged that one of its ships had picked up 13 shipping containers of rockets, grenades, and explosives at the Iranian port of Bandar Abbas, and taken them to Lagos, Nigeria, where they were seized by Nigerian authorities.

The company said it was the victim of a false Customs declaration and that labels on the crates indicated they contained stone and glass wool.

CMA-CGM was acquired in 1996 by Jacques R. Saadé, a Franco-Lebanese dual-national, and is now the largest shipping company in France and the third largest in the world. It is partly owned by Yildirim Group, a family-run industrial group based in Istanbul, Turkey.

One of the newer board members, Denis Ranque, was the CEO of the French defense electronic giant Thales from January 1998 until May 2009. Prior to that, he was CEO of Thomson Marconi Sonar, a joint venture between Thomson-CSF of France and the British firm GEC-Marconi.

The Nigerian arms shipment sparked a diplomatic incident after the Iranian foreign minister admitted Iran was behind the shipment. Nigeria expelled an Iranian diplomat involved in arranging the shipment to an armed rebel group in nearby Gambia.

The man in charge of Iran’s arms smuggling networks, Gen. Qassem Suleimani, is also the head of the Qods Force, the overseas operations task force of the Islamic Revolution Guards Corps (IRGC).

The United States believes Gen. Suleimani is in charge of Iran’s intelligence networks inside Iraq and Afghanistan, and has been responsible for smuggling weapons to guerilla fighters in both countries.

The Qods Force also runs training camps in Iran for the Afghan Taliban and for al-Qaida operatives.

Gen. Suleimani and his network were also involved in planning and carrying out the murder of former Lebanese Prime Minister Rafik Hariri, according to sources at the United Nations Special Tribunal for Lebanon.

A penetration of Suleimani’s inner circle could spell trouble for Iran’s far-flung overseas smuggling, intelligence, and terrorist networks.

Iran Eyeing Power-Grab in Iraq

President Jalal Talabani is so worried that his country could descend into another round of civil war, and that Iran could ratchet up its power-grab plans, that he has dispatched an adviser to Washington, D.C., to ask Obama to reconsider the withdrawal of U.S. troops later this year.

“Everyone is now preparing for the division of Iraq,” Talabani adviser Wrya Saeed Rwandzi told Newsmax in an interview late last week. “In practical terms, Iraq is already divided,” with Sunnis, Shias, and Kurds living in geographically distinct areas and encouraging internal migration to create more ethnically pure regional entities.

Already, the main Sunni and Shiite political parties in Iraq are controlled by Islamist elements, he said.

“If the U.S. withdraws its troops as scheduled at the end of this year, it will trigger the splitting up of Iraq. There will be civil war, maybe even a regional war. Iran will come in. So will Turkey and Syria. And they will all try to pull Israel in as well. We are very, very worried about foreign interference,” Rwandzi said. “None of our neighbors have an interest in a stable Iraq.”

Talabani is especially worried that Iran will step in to fill the power vacuum created by the U.S. troop departure. Obama made the troop pullout a centerpiece of his 2008 election campaign and has repeatedly promised he will carry it out on schedule by the end of 2011.

“Iran is now the main base of all the terrorist groups in the region,” Rwandzi said. “All the top leaders of al-Qaida are based in Iran. So are many top Taliban leaders. Iran is publicly claiming to lead the terrorist movements of the world. They are seeking to create a Shiite crescent from Iran, Iraq, and Lebanon to Gaza. Now they are penetrating the Gulf countries, as you can see in Bahrain.”

Prime Minister Nouri al-Malaki clearly doesn’t share Talabani’s worries about Iran. Since his new government took power last year, al-Malaki has invited Iran to play an increasingly open role in Iraq’s internal security affairs. Members of his own government have accused him of packing the Defense Ministry and the Interior Ministry, which al-Malaki controls directly, with Iranian agents.

Just last month, Iranian President Mahmoud Ahmadinejad warned Iraq not to go through with a long-planned purchase of American fighter jets.

“I can say that Iran now fully controls our parliament and our government,” Rwandzi said. “Iran is competing with the United States for the future of the entire Middle East.”

Iran has also infiltrated Iraqi Kurdistan, and has extensive intelligence and terrorist networks operating there. “They are putting pressure on our leaders, bombarding our border areas, and sending in terror cells,” Rwandzi said. “They threaten us in public.”

And Iran will not be alone in seeking to exploit Iraq’s increasing vulnerability should U.S. troops withdraw as is currently planned. Turkey, Russia, and even China have expanded their commercial, diplomatic, and intelligence operations in Iraq.

“All of them are moving ahead because they see how weak the United States has become and how the United States hesitates in the region,” Rwandzi said. “These foreign players are all anti-democratic.”

Turkey alone has more than 1,000 commercial companies operating in Iraq, generating bilateral trade with Iraq worth tens of billions of dollars every year.

But Talabani sees Turkey as much less of a threat than Iran since it is using dialogue not violence to resolve problems, whereas Iran is trying to impose on Islamic Shariah through coercive means and terror. “Iran is openly fighting the secular democratic forces in the entire region,” Rwandzi said. “They are more dangerous than al-Qaida.”

The Iranians see Obama as weak, because he has done nothing to counter their aggressive expansion into Iraq, Rwandzi argued. “Obama is doing nothing. The U.S. has no clear policy, and is sending contradictory messages. Often this administration can’t seem to distinguish between their friend and their enemy, especially in Iraq.”

He said the U.S. has been backing Sunni leaders who are anti-American, and who continue to preach anti-American hate in their mosques and in their schools. Talabani felt particularly slighted because the Obama administration was lobbying hard to replace him with Ayad Allawi, as a means of breaking the impasse that followed the tied elections last March.

“We see ourselves as a strong ally of the United States, in the circle of freedom-loving countries. We know how much the U.S. has sacrificed for our freedom and to help us create a democracy,” Rwandzi said.

Rwandzi emphasized that President Talabani is committed to democracy, and to defending Iraq’s embattled minority populations, who have been particularly victimized in the latest outbreak of sectarian fighting.

Above all, he said, Iraq’s Kurdish population “want to be a good ally” of the United States.

“Although the democratic forces in Iraq are very weak, they are better than in most other countries in the region,” Rwandzi said. “American support will embolden us to increase our demands for freedom and democratic protections. We need constant, high-level visits from the United States because the region is on fire. We are ready to negotiate the present and the future of Iraq.”
