Nokia Siemens Networks Confirms Sale of Eavesdropping Kit to Iran
Nokia Siemens Networks has responded to recent speculation about sales it made of network monitoring kit to the Iranian government, confirming that it provided Lawful Intercept capability solely for the monitoring of local voice calls in Iran . However, the company refuted reports that it had provided any deep packet inspection, web censorship or Internet filtering capability to the country.
In most countries around the world, including all EU member states and the U.S. , telecommunications networks are legally required to have the capability for Lawful Intercept and this is also the case in Iran . Lawful Intercept is specified in standards defined by ETSI and the 3GPP.
To fulfill this Lawful Intercept requirement as part of an expansion to provide further mobile connectivity to Iran in the second half of 2008, Nokia Siemens Networks provided TCI, the Iranian national operator, with the capability to conduct voice monitoring of local calls on its fixed and mobile network.
The restricted functionality monitoring center provided by Nokia Siemens Networks in Iran cannot provide data monitoring, internet monitoring, deep packet inspection, international call monitoring or speech recognition. Therefore, contrary to speculation in the media, the technology supplied by Nokia Siemens Networks cannot be used for the monitoring or censorship of internet traffic.
The Intelligence Solutions division of the company was itself sold earlier this year to Perusa Partners Fund, a private investment firm. Nokia Siemens Networks says that it made the decision to exit this business as it primarily addresses customer segments which differ from telecom service providers and is therefore not part of its core business.

Nokia Siemens Networks, a joint telecom venture between Finland's Nokia Corp. and Germany's Siemens AG, is refuting claims that technology it sold to Iran is being used by that government to monitor Web activity and stifle dissent. Responding to allegations printed in The Wall Street Journal Monday, Nokia Siemens execs said the technology they provided to Iran is capable of lawful voice communication intercept only, the same capability required in the U.S. and much of Europe . The kind of "deep packet" Web monitoring alleged in the Journal article simply isn't possible, the company said.
As protests in Iran spill into a second week of unrest following disputed presidential elections, the Internet has taken a front seat as government censors have sought to block information and media reports from reaching the outside world. The Web has offered a unique window into that insular nation's political upheaval as news reports, video clips, and images of state-inflicted violence against peaceful protesters have made it through Iran 's tightly controlled Internet connections, galvanizing international support and enabling protesters to organize via Web-based social media like Twitter.
The Journal article, titled " Iran 's Web Spying Aided by Western Technology," alleged that European companies--naming Nokia Siemens specifically--were at least in part responsible for Iran 's monitoring capabilities. Using that technology, the article alleges, "the Iranian government appears to be engaging in a practice often called deep packet inspection, which enables authorities to not only block communication but to monitor it to gather information about individuals, as well as alter it for disinformation purposes."
Nokia Siemens said they don't know what other companies may have sold Iran additional Internet technologies, but the technology they've provided cannot monitor Web activity. A statement posted on Nokia Siemen's Web site noted the voice-intercept capability included on the communications infrastructure the company sold to Iran meets European Telecommunications Standards Institute criteria and is the same as that required by law in EU member states and the United States .

مخالفت سیاستمداران آلمانی، به حزب سوسیال مسیحی محدود نیست. فیلیپ میسفلدر از حزب دمکرات مسیحی آلمان میگوید: «این در خدمت منافع آلمان نیست که از دیکتاتوری در ایران ـ به هر صورتی که باشد ـ حمایت کند».
یکی دیگر از نمایندگان محافظهکار پارلمان آلمان، شرکت زیمنس را مورد خطاب وجدانی قرار داد و گفت: «کاری که کردید درست نبود».
تغییر ابزار سرکوب
انتقادات حزب سبزهای آلمان تندتر بود. کرستین مولر در انتقاد از رفتار زیمنس گفت: «دیکتاتورهای این جهان را با تازهترین فنآوری مجهز کردن، راه درستی نیست. اکنون این سیستمها به عنوان سلاحی علیه تظاهرکنندگان به کار گرفته میشود».
ورنر هویر مسئول سیاست خارجی حزب لیبرال آلمان نیز ضمن انتقاد از سیاست شرکت زیمنس در معاملهای اینچنین با دولت ایران گفت: «ابزار سرکوب تغییر کردهاند. باید این تصور را کنار گذاشت که تهدید فقط با سلاح و باتوم سروکار دارد».
تجارت و اخلاق؟
با این همه، هنوز ابتکاری برای تغییر قانون به چشم نمیخورد. صادرات زیمنس به ایران، در مرزهای حوزهی قانون، جایی که «منطقهی خاکستری» نامیده میشود صورت گرفته است. به گفتهی اوتا تساپف سیاستمدار حزب سوسیال دمکرات آلمان، ضوابطی برای صدور فنآوری حساس وجود ندارد و تغییر قانون در این زمینه به این سادگی نیست. وی میافزاید: «اگر بخواهیم این امر را کنترل کنیم، باید کل صدور فنآوری را ممنوع کنیم و شانس موفقیت برای آن ناچیز است».

US and Iranian sources report that before Iran's presidential election, the Obama administration sent a secret letter to its supreme leader Ayatollah Ali Khamenei calling for "cooperation in regional and bilateral relations" and a resolution of the dispute over Iran's nuclear program.
The Iranian media gave great prominence to the disclosure - for which they cited the Washington Times of Wednesday, June 24 - in order to underline US president's backing for Khamenei and president Mahmoud Ahmadinejad in contrast to his latest words of condemnation for the regime and support for the "reformists."
According to the WT, a senior Obama administration official speaking on condition of anonymity refused to confirm or deny that this letter had been sent to the supreme leader or whether there had been a response.
DEBKAfile's Iranian sources say the Iranians are using this expose to embarrass president Obama for telling a news conference in Washington Tuesday that Iran's rulers are on the wrong side of history.
The secrecy of the communication can only add to the awkwardness because it points to Obama being convinced that once the protest movement dies down, he can go back to his plan for engaging Iran's leaders in dialogue.
Khamenei himself referred indirectly to the missive when he commented in his sermon last Friday:
"On the one hand, they write a letter to us to express their respect for the Islamic Republic and for re-establishment of ties, and on the other hand, they make these remarks. Which one of these remarks are we supposed to believe."
Following the disclosure of the Obama letter, White House spokesman Robert Gibbs announced: "Given the events of the past many days, those invitations [for Iranian diplomats to attend July 4 events in different world capitals] will no longer be extended."
The events going back and forth in a single day, Wednesday, signaled a conspicuous retreat in the process of US-Iranian rapprochement. |

شده است، مثلا جواني 32 ساله از کمر مورد اصابت قرار گرفته بود ولي گلوله
از جلو و از قسمت ران خارج شده بود.
بنا به گفته مجروحين تير اندازي به طور ناگهاني و زماني آغاز شد که سيل
جمعيت در حال عبور از کنار يک پايگاه بسيج در شمال ميدان آزادي (اول
بزرگراه محمد علي جناح) بود. به گفته مجروحان يک اتومبيل در مقابل درب آن
پايگاه به شکلي پارک شده بود که کسي نتواند با شکستن در وارد آن شود و
اين امر نشانه برنامه ريزي قبلي براي تير اندازي مي باشد. به گفته شاهدان
حدود 4 نفر بسيجي از پشت بام اين مرکز به طور ناگهاني اقدام به تيراندازي
نمودند به نحوي که حتي کساني که قصد نجات زخمي ها را داشتند خود نيز مورد
اصابت قرار مي گرفتند. يکي از مجروحين مي گويد در حالي که پشت يک اتومبيل
پناه گرفته بودم زخمي شدم.
در اين مرحله مردم خشمگين به اتومبيل پارک شده در مقابل اين پايگاه حمله
کرده و آنرا به آتش مي کشند ولي نمي توانند وارد پايگاه شوند. در ادامه
پليس ضد شورش به همراه گروه هاي ديگري از بسيجيان براي پراکنده کردن مردم
خشمگين از راه مي رسند که در اين مرحله نيز در قسمت هايي از طول خيابان
جناح (به عنوان مثال در نزديکي مترو) عده ديگري نيز کشته و زخمي مي شوند.
طبق اطلاعاتي که امروز صبح از پزشکان بيمارستان امام خميني کسب شد، به
اين بيمارستان نيز در طي ديشب 38 کشته که با گلوله مستقيم کشته شده بودند
منتقل شده است.
لازم به ذکر است که در بامداد امروز پليس امنيتي تمامي جنازه ها را به
زور از بيمارستان تحويل گرفته و آنها را با وانت به محل نا معلومي منتقل
کرده است و خانواده بسياري از آنان حتي از کشته شدن فرزند خود نيز بي
خبرند. در بين کشته ها و مجروحين تعدادي کودک 15 و 16 ساله نيز ديده مي
شوند.
امروز ساعت 9 تا 11 صبح دانشجويان و پزشکان بيمارستان رسول اکرم در
خيابان مجاور اين بيمارستان تجمع کرده و به توزيع برگه هايي حاوي
اطلاعاتي پيرامون تعداد کشته ها و زخمي ها اقدام نمودند. اين تجمع در
نهايت با حضور پليس ضد شورش به پايان رسيد".

An attempt by Egyptians to march in solidarity with Iranian protesters and to honor Neda-Agha Soltan -- whose death earlier this month made her the icon of Iran's opposition movement -- was halted by security forces in Cairo over the weekend.
The Cairo rally was called by democracy activist and opposition leader Ayman Nour and was scheduled to be held in Talaat Harb square in the Egyptian capital's downtown. But dozens of security vehicles surrounded Nour and his fellow protesters upon their arrival at the square. Police arrested four protesters belonging to Nour's party and prevented reporters from covering the event.
"It is very ironic how Egyptian authorities, who earlier expressed their dismay against the Iranian regime's oppressive means of handling protesters, are now banning us from a march that shares the same perspective," Nour said at a news conference at his party's headquarters. "Such acts only prove one thing and it is that the Egyptian and Iranian regimes are quite the same when it comes to their autocratic path and rejection of democracy."
Soltan was shot dead earlier this month by Iranian militiamen while she was watching a demonstration in Tehran against the reelection of Iranian President Mahmoud Ahmadinejad. She became an instant symbol of the her country's protest movement.
Nour expressed his confidence that Soltan's death would not be in vain, adding that the memory of the young woman could change Iran's political direction. "Soltan has become a symbol of freedom in Iran and the whole Middle East," he said. "She can inspire many to force major alterations in the country's regime."

There are reports coming out of Iran that the members of the economic elite, as well as major banks are withdrawing their money from Iran and securing it elsewhere. This is a very interesting development given that the Tehran Stock Exchange has actually seen some marginal growth over the last week and a half. It is the first evidence that points directly to the government making every attempt to secure Iran’s domestic markets in an attempt to avoid a devestating crash.
