US Senate passes resolution condemning Iran

WASHINGTON (Reuters) - The U.S. Senate on Friday unanimously passed a resolution condemning Iran for its nuclear program and backing efforts to report it to the U.N. Security Council.

The resolution, approved by a voice vote, cites Iran's "many failures ... to comply faithfully with its nuclear non-proliferations obligations."

It "strongly urges" the International Atomic Energy Agency at its special meeting on Thursday to refer Iran to the U.N. Security Council over suspicions it is secretly trying to develop atomic bombs.

The resolution also calls on all Security Council members, particularly Russia and China, to "act expeditiously" to deal with Iran's suspected noncompliance with the Nuclear Non-Proliferation Treaty.

The United States, Britain, France, Russia and China, the five veto-wielding powers of the 15-member Security Council, plus Germany plan to meet in London on Monday to try to resolve differences over whether to send Iran to the council. Russia and China to date have opposed a formal referral.

There's so much going on behind the scenes, it's hard to keep up with..let's just say I've been busy and leave it at that...but you're very welcome in any case:

A note to the US ambassador to Georgia:

Dear Ambassador,

I am a US citizen writing to you to provide some information which may shed light on the situation in Georgia, and who may have instigated the sabotage of gas supply.

In assessing who benefits from such an act, it is clear now that the agreement with the Georgian government and the Iranian government to supply gas in this crisis benefits Iran directly.

Reports have noted that the Russians have reason to believe Chechen rebels were behind the blasts which took out the pipeline.

I am including the following report as "food for thought" in the matter, as it seems to me that there is a great deal of manipulation going on, and perhaps the accusations against Russia were a part of the intended effect of those behind this terrorist attack.

Iran is secretly training Chechen rebels in sophisticated terror techniques to enable them to carry out more effective attacks against Russian forces, the Sunday Telegraph can reveal.

Teams of Chechen fighters are being trained at the Revolutionary Guards' Imam Ali training camp, located close to Tajrish Square in Teheran, according to Western intelligence reports.

In addition to receiving training in the latest terror techniques, the Chechen volunteers undergo ideological and political instruction by hardline Iranian mullahs at Qom.

The disclosure that Iran is training Chechen rebels will not go down well in Moscow, which regards itself as a close ally of the Iranian regime.

Russia has sided with Iran in the diplomatic stand-off over Teheran's controversial nuclear programme.

While the British and American governments have accused Iran of having a clandestine nuclear weapons programme, the Russians, who are building Iran's Bushehr nuclear power plant, back Teheran's claim that their nuclear intentions are solely peaceful.

Moscow has offered a face-saving formula to prevent Iran from being reported to the United Nations Security Council for its failure to co-operate fully with UN nuclear inspection teams.

Under the terms of the deal, the Russians would oversee Iran's nuclear enrichment activities to ensure that only partially enriched uranium, which is not of weapons grade, is produced.

At this weekend's meeting of the International Atomic Energy Agency in Vienna, America and Britain gave their qualified backing to the Russian proposal in the hope that it might resolve the crisis in the agency's dealings with Teheran.

But the Iranians are growing increasingly suspicious of Moscow's intentions, and it is for this reason that Western intelligence officials believe that Iran's hardline president, Mahmoud Ahmadinejad, has sanctioned the training of Chechen fighters in Teheran.

"Just as they have orchestrated attacks against British troops in Basra to pressure Britain to drop its opposition to Iran's nuclear programme, so they are trying to put pressure on Moscow by backing Chechen fighters," said a senior intelligence official.

Dear Ellen -- Interesting question. First of all, we support the new constitution 's ban on military militias. The existence of these militias undermines security in Iraq and poses a threat to the Iraqi people, Iraqi Security Forces, and Multinational Forces-Iraq that cannot be tolerated. Regarding the possible violation of UN resolutions, United Nations Security Council Resolution 1546 requires Iraq 's neighbors to respect the sovereignty of Iraq and also encourages its neighbors to do what they can to assist in the development and reconstruction of the country. Those countries that are found to undertake actions that do not respect Iraq 's sovereignty or that contribute to undermining stability in Iraq risk reaction by the international community. We have significant concerns with Iran in this context and are prepared to discuss them with the incoming government in the proper forum.

Dear Ambassador,

With regards to militias like Sadr's Mahdi Army, who's loyalty is to Iran, and the premis of Iraqi soveregnity, does not this situation constitute a violation on the Iranian government's part of UN resolutions regarding Iraq?

And as a follow-up, How is this issue being addressed on the ground between the Iraqi government, and the international community?

James Jeffrey

Term of Appointment: 08/10/2005 to present




Secretary of State Condoleezza Rice has appointed Ambassador James Jeffrey as Senior Advisor to the Secretary and Coordinator for Iraq. Ambassador Jeffrey, in collaboration with the Assistant Secretary for Near Eastern Affairs, will report directly to the Secretary and will develop, coordinate and lead implementation of policy on Iraq. He will represent the Secretary and the Department in interagency meetings and co-chair an Under Secretary-level interagency steering group on Iraq policy. He will work with foreign government officials on issues related to Iraq.


A career member of the U.S. Foreign Service, James Jeffrey served as Deputy Chief of Mission in Baghdad from June 2004 to March 2005. From March to June 2005 Ambassador Jeffrey was U.S. Charge d’affairs to Iraq. He served as Ambassador to Albania from 2002-2004. Previously he was Deputy Chief of Mission in Turkey and Kuwait. Other assignments have included Deputy Special Representative for Bosnian Implementation, postings in the Department’s European and Near Eastern Bureaus, and overseas service in Turkey, Bulgaria, Germany and Tunisia.


Ambassador Jeffrey received a B.A. in history from Northern Eastern University and a M.S. in business from Boston University. He served in the U.S. Army from 1969-1976, with postings to Germany and Vietnam.
