It's a humorous comparisson between how, in this case, the rest of Europe perform everyday tasks and how the Italians accomplish the same tasks.

For example, in the case of driving, we see how the rest of Europe obey traffic laws and stay in their own lanes; then we see how Italian drivers are all over the road, cutting each other off and bumping each other off the road.

In another case, we see the rest of Europe gives pedestrians the right of way; whereas in Italy, drivers chase pedestrians and run them down.

The animations show about 20 or so such cases, ranging from parking to politics to smoking to cell phone usage ....

Of course, it's all exaggerated for the sake of humor. And like I said the streotypical Iranian behaves very much like these Italians.
